According to a decision of the Bulgarian Constitutional Court this constitution can not be voilated, so there are no violations of it, unless they had explicitly decided otherwise. The only ones that can request such decision are the court itself, the president or at least 50% of the parlament. Because of this practically nobody is ever responsible for violating this, while there are many cases where you can be fined or procecuted for failing to comply an act that requires you to violate the constitution.
