Nuriddin Khaliqnazarov was born in 1968 in Asaka, Andijan region. In 1992, he graduated from the Mir Arab madrasa in Bukhara, in 1998 from the Tashkent Islamic Institute named after Imam Bukhari, and in 2007 from Ferghana State University.
