He was born on April 15, 1952 in the village of Buloqbashi district of Andijan region.
In 1970, he was accepted to study at the Mir Arab madrasa in Bukhara. Later, he studied at the Islamic Institute of Tashkent
Sheikh Muhammadsadiq and graduated in 1975. In 1976, he was admitted to the Islamic University in Libya and graduated in 1980. In 1980-1986, he was an employee of the International Relations Department of the Central Asia and Kazakhstan Muslim Religious Department and a teacher at the Tashkent Islamic Institute. Rector of Tashkent Islamic Institute in 1986-1989. In 1989-1993, he was the chairman of the Religious Department of Muslims of Central Asia and Kazakhstan, deputy of the Supreme Soviet.
In 1993-2001, he was a teacher at the Islamic University in Libya.
In 2001-2015, he was a member of the Council of Scholars of the Office of Muslims of Uzbekistan.
He died of a heart attack on March 10, 2015
