Exactly as described. This is intended to be a no-frills volume limiting app. It does nothing but allow you to set a maximum volume for a device. It is intended to be used mainly by the parents of young children who use devices such as tablets and phones to protect the child's hearing and their parents sanity.
The maximum applies to both System Volume and Media Volume, NOT Alarm Volume.
The app is free and does not contain any ads beyond a simple "Other Apps" button.
