Registration plates of the Russian Federation are a special symbolic symbol (No.) made (applied) on metal (or other material) plate (s) or vehicle (TC) used to account for cars, motorcycles, cargo, special, construction equipment and weapons, trailers.
Installed on the front and back of the vehicle (for trailers and motorcycles - just behind).
In the Russian Federation, most registration marks are standard signs of the 1993 model, the form of which is specified in GOST R 50577-93.
Initially, only the numbers from 01 to 89 were used as the region codes, according to the number of regions of the Russian Federation as of January 1, 1993. However, the number of registered cars increases every year, and license plates with acceptable combinations begin to be missed. For this reason, a number of Russian regions have introduced additional code marks that can be used on signs; first the issuance of region codes from the ninth decade (9x) (except for code 92), and then went to the three-digit codes of the regions. Three or more codes of the region are used by Moscow (codes 77, 99, 97, 177, 199, 197, 777), Moscow Region (50, 90, 150, 190, 750), Krasnoyarsk Territory (24, 84, 88, 124), St. Petersburg (78, 98, 178), Krasnodar Territory (23, 93, 123), Perm Territory (59, 81, 159) and Sverdlovsk Region (66, 96, 196), while Krasnoyarsk and Perm Krai received codes for 8 "in the inheritance" of the other subjects of the federation that have joined them. 19 subjects use two region codes. The first code for the region beginning at 9 began to be issued since July 1998, and the first three-digit code is from February 2005 (in both cases - in Moscow). After the associations of regions that passed in 2005-2008, the issuance of most of the numbers with the codes of the regions from the eighth ten (starting at 8), is discontinued.
After the introduction of the current GOST, the numbers of the previous samples were not withdrawn, so so far (2014) on the roads of Russia you can still meet cars with Soviet license plates: the 1980 model - from four figures and three letters on a white background, and even the 1958 model - from two two-digit numbers separated by a hyphen, and three letters following them on a black background. Yellow numbers of the sample in 1947 are very rare, often dummy in retro cars.
Since October 15, 2013 in Russia, new rules for the registration of vehicles began to operate. According to the new rules, when changing the car owner, the license plate can be saved if it is kept in excellent condition (no dents, scrapes and cracks). Otherwise, you can make a duplicate of the license plate or get a new one. Thus, the removal / registration procedure is replaced by re-registration. This change effectively abolished the concept of a transit number; Transit license plates are now issued only to cars that are exported abroad on an ongoing basis. Another major change is the possibility of re-registration of the car in any department of the State Traffic Safety Inspectorate on the territory of the Russian Federation, which makes it meaningless to have a region code on the license plate, since now it only means the subject of the federation where the car was registered, but not the place of permanent registration of the car owner
